ABSTRACT:
This research proposes a framework for reengineering administration and skill delivery in secondary schools. It investigated the falling standards in Nigerian secondary schools which have been attributed to poor teacher-skill and knowledge delivery, poor supervision, staff ineptitude, insincerity, etc. The framework addresses these lapses which negatively impact on the performance staff and quality of graduates at this level. A statistical survey was conducted to ascertain the information and communications technology (ICT); skills, infrastructure and access in secondary schools in Enugu state, Nigeria. The outcome was used to develop a conceptual ICT model to enhance teaching and administrative activities in secondary schools. The survey results show that there is enough ICT infrastructure and skill in school to support the framework. The model provides a system for: capturing data on some functions and activities of major actors in schools, streamlining operations, reduction of disparities in; lesson-contents, skill-of-teachers and refocusing supervision to pedagogy. The goal is to benefits of current enhanced digital participation, relevance and enable valued driven impacts by harnessing the utility of mobile devices prevalent among students and teachers. The adoption and implementation of the model will promote independent reading, increase teachers’ presence, accountability, improve student performance and reduce teacher skill gaps.
